Important Update for DHA Phase 8: Electric Development Charges Effective July 1, 2026

Plot owners in DHA Phase 8 have received an important notice from the Pakistan Defence Officers Housing Authority. Electric Development Charges are set to be implemented across DHA Phase 8, effective July 1, 2026, and all plot owners are being asked to take note of the new payment structure.

What the Notice Says

According to the official notice, Electric Dev Charges must be paid in twelve equal quarterly installments spread over a period of three years. For sectors A, B, C, D, and E, the residential rate is set at Rs. 2,452 per square yard, with commercial rates at Rs. 16,317 per square yard. Sector E-8 carries a residential rate of Rs. 2,952 per square yard and a commercial rate of Rs. 17,017 per square yard.

The first installment is due on or before 30 September 2026, with each following installment due at the end of every subsequent quarter. Owners should also note that any default in payment will attract a surcharge at the rate of KIBOR plus 1 percent.

What Plot Owners Need to Know

Full payment of Electrification Charges will be mandatory before completion, NOC issuance, or any mortgage or lease transfer of the plot. DHA has also stated that it reserves the right to begin cancellation proceedings for plots that remain in default for a period of six years from the date this policy takes effect.

Why This Matters

For current DHA Phase 8 plot owners, this is a clear signal to plan ahead financially. Missing installments does not just mean paying a surcharge, it can eventually put the plot itself at risk if default continues over an extended period. For investors considering a purchase in DHA Phase 8, this charge should be factored into the overall cost of the plot, since it applies regardless of whether the buyer is planning to build immediately or hold the plot for future development.
